What is Rep. McClintock's position on California's authority provided in the Federal Clean Air Act to establish air emissions standards which are different from the rest of the nation [Federalism]? Or, should the United States Environmental Protection Agency be the sole governing body to set air emissions standards which are applied to the entire nation, i.e., all 50 states [Centralism]? When Rep. McClintock was a CA Assemblyman, what legislation did he introduce or support to either reduce funding for or disband CARB?
The purpose of this post is to bifurcate the tepid support amongst Conservatives for Rep. McClintock within California's 4th Congressional district thereby setting the stage for a Democrat to win this Congressional seat in the next election.
