CARB and catalytic converters

I could not find anything here about CARB's 1/1/09 rules for catalytic converters. It is almost impossible to get a Cat in California. The rules are so strict that you have to pay 2 to 3 times or more as in any other state. You have to have written permission to have it replaced and they say that you can get a waiver from the rules only if your car is due for registration and will not pass smog. The problem, mine is burned out, not due for registration, now need to buy one from the dealership for $500+. Could be ordered for other 49 states for about $100.
How does this help air quality, california small business, the average working person? What a horrable bunch of idiots! Does anyone know anyway around this BS?
