As an engine manufacturer we have to certify our engines to both the EPA and CARB emissions regulations. The regulations are the same. The certification paperwork is the same. All that differs is the bureacrats sit on the west coast instead of the east coast. Some California regulations yield environmental benefit, though at a questional cost-benefit ratio. If I were a California taxpayer I would wonder why I am paying to support California regulatory programs that provide no environmental benefit above and beyond an identical federal program. CARB not only cost taxpayers in funding their bureaucracy, it also increased products costs because manufacturers have to certify engines twice.
