CARB not needed to achieve lower PM from diesel

The rules passed by CARB for on-road diesel are moronic and not even needed. Basically, they force a change to newer trucks, that is all they do. This means that trucks older then CARB dictates become illegal.
However, with or without CARB all trucks are replaced as their useful life comes to an end. So even without CARB the age of trucks on the road becomes younger every day.
Yet we wasted millions of taxpayer dollars on this garbage rule, which will cost thousands of jobs, commerce, the devaluation of assets and taking perfectly good trucks off the road earlier then necessary.
