Clean Diesel Engines

I as a Truck driver and small business owner in this state see the inconsistencies in these regulations clearly. When CARB. Started it's capaign to go to thye clean burning diesel engine they seem to have forgotton to look at on other thing. Are they clean?, and are they efficient? The clean part they got right, but they lost about 2 MPG. in eficiency. Now I have never been accused at being smart. But if you ask me if you add all of these trucks to the road getting less fuel economy that kind of defeats the whole purpose to their green way. So now we are forced to make expensive engine modifications, and or replacement, or go out of business and either find another job or go back to work for wages. I fell so helpless to stop all of this over regulation by CARB. They just don't seem to get it.
