The problem that I have with CARB is that no one is elected. The board members are simply placed on the board for a ten year term by the Governor. There is no nomination process that requires any confirmation by the Calif state legislature. The board can create laws, which they call "Regulations" which carry the full impact of laws. There are no reviews by duly elected representatives of the people of California. This system was enacted by the Calif. state legislature back in the seventies ,so that the governor nor legislature would ever have to answer for the actions of CARB. We are a state and nation ruled by laws that have been debated and passed by elected representatives, and signed into law by a President or Governor, not enacted into law by non elected elitist who never have to answer to the voters.
